The Tur devotes an entire siman to this berachah which is just another berachah when seeing something. Some commentators note the significance, that this berachah is exceptionally important. Among the significances is that reciting this berachah in some way provides an aliyah for the neshamot of the departed.
Anyway, I would also note that although it is said outdoors, unlike other outdoor berachot, I am not aware of a movement to restrict women from reciting it. Why is that? Why aren't women discouraged from reciting this outdoor berachah as a breach of tznius standards as they are some other berachot such at birkat levanah? |

I thought the reason was because birkat levana is said only in a minyan and birchat ha'ilanot isn't.
