What's the reasoning behind not saying tachanun at minchah prior to certain non-tachanun days?

What's the reasoning behind not saying tachanun at minchah prior to certain non-tachanun days? About Rosh Chodesh the Beis Yosef on siman 131 writes that it is because if the witnesses came after Mincha then that and the next day are "Kodesh". -------------------- One Nation - One Land - One Torah

Shouldn't we omit tachanun from the molad? He (well actually the Shibilei haleket) bases this on the gemora [mishnah] in Rosh hashanah 30b, but I hear you. -------------------- One Nation - One Land - One Torah
